Northern Harrier?

I went to Biddeford Pool this afternoon and saw this hawk floating around some shrubs. It took me a minute to realize what it was and as soon as I grabbed my camera it flew up so I snapped what I could and then looked quickly with my binoculars afterwards. Very yellow on the breast with a brown collar, didnt get a great look at the face.
